University makes all civilian research items cheaper, so like Architecture, you want to upgrade this as well. At high levels, this means that you might be getting net points equal to many times your actual resource cost. Note that while this makes buildings cheaper to build, the undiscounted price is what is used to determine your net worth. As long as the cost of the next level of architecture is relatively inexpensive compared to the cost of what you would be building, you should invest in architecture instead. You’ll need at least level 15 by the time you get to the last achievement and you should probably be buying it up earlier than it appears in the quest line.
